Planning department to use GPS, satellite images

ITANAGAR, Nov 9: The State Planning Department has made it mandatory for third party monitors to include geo-tagged photos in their monitoring reports for SPA and other infrastructure development projects in the State. This would basically mean that the latitude and longitude of the project site where each project photograph is taken, alongwith the time and date of taking the photograph would be stamped automatically on the photograph. The project location would also be indicated on satellite maps in the monitoring reports.

Hand-held digital cameras with in-built GPS technology are being used for this purpose. NEDFi, the third party monitors for several districts of the State have already submitted reports with geo-tagged photos of projects in their monitoring reports for SPA 2009-10.

Dwelling on its advantages, State Planning Secretary Ankur Garg mentioned that this move would help in checking duplication in the implementation of projects to a large extent. For each project site, two photographs would be taken – one before execution and one after execution of works. As the latitude and longitude data would be taken automatically from the satellite, the details of location cannot be fudged and one can have pictorial evidence of a project being implemented at a place. Earlier, it was possible that photos of different sites were shown before and after project implementation. But use of GPS technology would do away with this problem, he added.

Further, the Planning Department had received reports that some of the third party monitors were not actually visiting the spot before submitting reports. The time stamping of photos will help tackle this problem as well.

Arunachal Pradesh has become one of the first States in the country to introduce this initiative in project monitoring. It may be recalled that the introduction of third party monitoring, again one of the first in the country had brought rich dividends to the State in the form of much improved quality of implementation of projects.

Put your heads together to avoid another accident

Dear Editor,

When I go back to Seppa from Itanagar, my heart sinks because my newly purchased car from my hard earned savings is reduced to bundle of junk due to ongoing road widening at Bhalukpong which seems never ending and seems improving in all negative aspects. Hopping, bumping, eating dust and negotiating the bullying Army convoy when I reach Seppa nothing feels better, the road seems narrower and potholes becomes broader as soon as I reach East Kameng. When I reach Bana Bridge I look up in the Sky and beg to god “please let me cross the bridge safely for this last time". Immediately after crossing, my greed increases and I pray let it keep intact for next time too.

After going through the ordeal when I reach home and try to relax with a cup of tea, with every sip I swallow a  mouthful of crunchy dust all credit to PWD which is taking up the Seppa Township Road widening. God knows when will it complete or will it at all.  My old Seppa was better; no proper drain, road narrower but no dust/ mud either. Most of the people are complaining of dust and related allergies at Seppa. Children’s as well as adults are developing acute respiratory problems. Conjunctivitis & other eye diseases are widespread. Gammon India which started road construction from the end of Seppa town ship has crossed Pakoti (distance of 8-9 Km) while PWD has not budged an inch except for losing a precious life along with an excavator.

After all this, I put forward a suggestion to Executive  Engineer (PWD) that please arrange for sprinkling of water at your dusty road until work completes at least twice a day. Please dont make excuses of fund problem, vehicle shortage.

For Bana Bridge, I request BRTF to please put up horizontal bars to avoid crossing of heavy vehicle or one unfortunate day we will be reading a newspaper headline " x numbers die, y numbers injured andz numbers missing".  Plus, it will cut off Seppa from rest of world.  And 5 MLAs of district please put your unused brains together to hammer out a concrete bridge at Bana before it’s too late. And people of Seppa, please stop electing bunch of useless representatives again and again.

Yours,

Ramesh Jamo

Let there be justice

Dear Editor,

We the family and relatives of Yethini Yobin seek to express our appreciation and gratitude to the entire fellow inhabitants of Vijoynagar for sharing our grief and struggles in and through the outrageous tragedy inflicted on us by Tashi Sherpa of Daragaon Village of Vijoynagar.

The overwhelming support and unity, struggles and toils, selfless and fearless support in the demand for justice has never had precedence in the history of Vijoynagar. And this humbles us.

The body of young Yethini Yobin lay buried under a pile of rock for from Sept 15- 22 morning. And from Sept 22nd to the late evening of Sept 26th the body was kept on the open ground, in a wooden coffin, letting to rot further for want of Police Officer, a doctor, and a Circler Officer.  This means; she was found after 7 days and buried after 15 days!

As the rotting body continued to lay exposed to the elements, the sorrow turned into anger, and anger into rage! Spontaneously and unanimously, the people of Vijoynagar rallied and demanded the surrender of Tashi Sherpa from Assam Rifle camp of Vijoynagar, the people gathered and demanded justice.

In short, the people of Vijoynagar has woken up to the reality that there is no security, no governance, no dignity of human life afforded by the State in Vijoynagar. There was desperation and gloom.

This indignant public outcry against violation and murder of a young girl student was not just a crowd psychology. It came from the heart of every woman who had a heart. It came from the heart of every person who could feel the pain. It was a cry for dignity. It was a cry for justice.

We trust the Investigating Officers will unearth the mysterious motive behind this murder of a defenceless school girl and assist in the attainment of justice.

We are thankful that Home Minister T. Marde, finally could come to Vijoynagar on the 26/09/2011, and personally saw the victim.

The public of Vijoynagar are counting on the words when he promised  that he will personally see that adequate justice will be delivered to the people.

The Mahila Sangathan did not shake hands with the HM, but promised to shake hands when he fulfill his promise of securing justice for the people of Vijoynagar.

We appeal to every fellow citizen, especially to Women organizations to stand with us. This crime is against humanity, against women, and against Student.

We also appeal to the Governor of AP to have a look at the condition in which the security of women students have become a grave concern at the far-fetched Vijoynagar.

We are also hoping that the student bodies will continue to show us support and we also welcome  the effectual support of our elected leaders at Itanagar and at home.

Now the ball is in the court of the Investigating Officers. It will of their repute how the case comes out.

We have already lost a daughter and a sister to a rapist and murderer!  Now our wish and concern is that this kind of thing does not visit your home.

Let there be justice!

Yours,

Avia Ngwazah

Our limits have already been tested

Dear Editor,

It is really surprising that the formation of new cabinet is taking such a long time. The infighting of congress legislators has already taken away six precious months in which so many works have been pending. Everyday I scour the paper  in anticipation that the new cabinet will be declared but fail. Our new C.M is bound to render service to the people of the state and that too quickly. But the delay here in assigning portfolios is annoying. I doubt that the infighting is not over yet. The cold war amongst the legislators is still on. But this trend and the delay are unhealthy for the development of our state. Our limits have already been tested. I would like to remind all the legislators that the people are not bound to them but they are bound to the people. After such mayhem when things are settling down it is their duty to leave aside all rivalry and come on a consensus for a healthy governance. We had expected that with the swearing in of new C.M things will settle down and the new ministry will be formed immediately but alas we are still waiting for our ministers. So many works are pending in every department and the ultimate sufferers are the public.

I am writing this in good faith expecting our new ministers soon and in hope that they will immediately start work for the welfare of the people. It is generally seen that new ministers take months to properly settle down in their office but I expect that our to be ministers will immediately get to work as soon as they assume office. Hoping for the best and wishing a speedy recovery to our state.

Yours,

Tuter Rupuk,

An appeal to Hon’ble CM

Dear Editor,

Dr. Bhupen Hazarika is no more. Assam as well as whole North East deeply mourns at the death of the great son of this region.

The govt  of Arunachal Pradesh has shown great respect to the cultural icon, who created an emotional bond between the people of the Land of Rising Sun and Assam, by declaring one day state mourning.

We can never forget Dr. Bhupen Hazarika’s outstanding contribution towards Tribal Welfare and uplift of Tribal Culture through film and his soulful music.

In this context i appeal to Chief Minster Nabam Tuki to set up a Statue at any public place at Itanagar as a mark of respect to the national hero.

Yours,

Arvind Sarmah

Power and climate change

The Himalayan region in South Asia along with the highest mountains in the Andes in South America is two of the best hot spots for large scale solar energy production.

According to a study it can power China and India and help mitigate climate change.

So far, hot and sunny regions, such as North Africa have been hailed as the best for large-scale solar energy production.

But a study has found that key areas for solar energy production through photovoltaic panels are in the coldest regions in the world, including Antarctica.

These areas have a lot of sunshine — and therefore a high amount of solar irradiation — and low temperatures help improve solar panel performance.

Just four per cent of the area with the highest potential in the Himalayas, or around 120,000 square kilometres, could power the entirety of China, based on 2007 electricity consumption data, the study says.

It could also provide electricity to India, as well as contribute to the mitigation of climate change by reducing CO2 emissions in the two growing economies.

But although the potential is there, the study admitted that the costs of producing solar energy on a large scale in these areas may still be too high, due to practical limitations.

On the other hand, floods, droughts, typhoons and other weather extremes across the globe are impacts of climate which cost billions of dollars to world’s economies, confirms a climate report.

Freakish weather disasters — from the sudden snowstorm in the US to the record floods in Thailand — are striking more often. And global warming is likely to spawn more similar weather extremes at a huge cost, says a draft summary of an international climate report.

Studies also have predicted more intense monsoons with climate change. Warmer air can hold more water and puts more energy into weather systems, changing the dynamics of storms and where and how they hit.

With such findings, it is time for the world community to put together the resources for a safer future.
